I installed the steam client and the TC an AP in the hard drive that I have with the Windows 8 Relase Preview, and steam continue without creating the ncf files, so yes, I can confirm that something has been changed in the way in that the client works.

OK well if it is working for you without them then that is good news too.
I shall certainly be letting Steam keep updating mine as I have not been having any repeat update issues to start with. As long as it ends well we can all be happy with our different installations. Enjoy the game.
