Looking at the friend or foe lists, I have been considering just picking a race that is "the Enemy", since the xenon and khaak just seem pretty tame. I rarely see them dropping in an wiping out even a single base.
Would that race create retaliatory expeditions to your sectors with fleets automatically? or would that have to be scripted up?

they would defend their assets in AP but not in TC, also, they wont go out of their way to invade u
