is that true?so if i chose Terran commander,i cant get HUB and HQ in game?

Apricotslice has modified a few mods and scripts,if you don't mind "the darkside".

So you will be able to get the PHQ/and an ANH sector.

The Hub was not fully functional in a version I tried.It may be sorted by now.

But correct,not available in vanilla.

TRP also provides access to PHQ (along with a lot of other tech) and Eldyranx is working on the Hub.
Do you miss dangerous pirates?
Try leading the target a little more...
