Regarding ships not already in a wing. If you set a ship as a wingman you get the options you would for a wing for the one ship.
Usefull if you only have one other ship escorting you, or if you need to order a lone ship around without using up wing slots.

To further elaborate, the wingman command makes that ship your personal wingman. You can have any number of wingmen, but if you give a wingman-command, all ships set as wingmen everywhere will try to follow that order, often with strange and deadly results (to them). The wingman command gives you two wingman hotkey commands to control them as a group: Protect Me and Attack My Target (same commands as for fighter drones).

And contrary to what Anchorshag said, setting a ship as wingman does NOT give you the same command structure as a wing. In fact, other than the hotkey commands, you issue the normal commands to a wingman as if it were an ordinary ship. Any such commands will only apply to that ship, and not all the other wingmen you may have set.
