Split Docking Rights - Logic??

Of the three Split Equipment Docks I know of, the only one to deny me docking rights is the one which has a demand for my product! I would have thought that all would let me dock or all would deny me. Is the game just being sadistic or is there a hidden, twisted logic at work?

Stations have individual access rights - if you've annoyed them (by shooting the station, say), they won't let you dock regardless of your race standings.

There are also sector-level restrictions - you need a higher rep to dock in Core sectors than you do in Border.

EDIT: It's also possible all the docking slots are allocated.
