I know there's that Custom Start Script but I was wondering if there was any utility available to create custom starts that will actually appear in the "Custom Game" list, so you'd have named starts with descriptions next to them, instead of just the blank "X-Universe" start that gives you no name, no chance to choose your race, and a basic Buster.
Something that would make setting up just the starting conditions for the player and universe in a quick, simple manner, without mucking around in XML files manually.

If the minds behind the tools which allow extraction and packaging of the files in the CAT/DATs combined with someone who could code a reasonable editor, you could theoretically save the required paths, and then have the program extract, allow the user to edit using a nice GUI, and then compress and put back in the right place to make the game modified and add the start.
What I mean is, it's entirely possible to write a single program which did everything needed behind the scenes either side of allowing the user to add/edit missions. Is it beyond the skills of most/all people here? Probably, yes. If anyone here has the skill, will they have the time? I seriously doubt it.

You can do it fairly easily using the plugin manager.
you need to create an initplayer script, then use the plugin manager to create a custom start, when its installed it'll create all the files needed.
The initplayer script will setup the start, what ship the player has and such
