Hey, How do you bid on Avarice and what is the value of getting this sector?

The only rewards are-
1) The prestige of owning your own sector
2) The removal of the annoying auction BBS messages.
The sector itself is completely empty and largely worthless. It's positioned centrally in the gate grid which makes it a good base of operations, however the sector itself has no resources to exploit, which curtails it's uses rather significantly.
If you're playing XTM on the other hand then the sector DOES have some useful resources, namely a small asteroid belt containing a number of decent asteroids from which you can set up a largeish self sufficient complex.

615 million credits is actually the minimum price you can pay for the sector. Included in the price is a Teladi Trading Station and the ability to change the sector from Avarice to one of four other names if you choose to.
