That's not the bug. What you see is normal behaviour. If you want to see skills before hiring, you need to smalltalk another NPC.

And as this thread is very old, and the real bug has long since been fixed, this can drop to the abyss. In the future if you have an issue, don't dredge up old threads that relate to old versions of the game. Start your own.
