What am I doing wrong? In-game lags and stutters.

I finally ugraded my old pc to a new one and I finally tought I could enjoy X Rebirth like it deserve, or at least not at the lowest settings I have benn forced to play since now.
The problem is I get worse performances than before even at the lowest settings.
For a couple of seconds the game runs at 40 fps and then go down to 4 for the next ten or so seconds.
Anyone can tell me what's going on?

IMO: The most likely reasons are overheating (causing the CPU to automatically throttle down) or loading stutter (screwy hard drive?).

Download a software like CPUID HWmonitor and check your CPU temperatures soon after you experience a stutter.

(might as well check the GPU temperature while you are at it)

@Sandalpocalypse I did a small test but doesn't seem to be the case. the max temp for the CPU is 54°C and the GPU is 66°C. Now, 66 may be a bit higher than the optimal, but I wouldn't think of it as really bad.

Try using some signed graphics drivers and disabling the AMD sound device so that your on-board Realtek device is used.

Have you verified the Steam gamefiles cache for X Rebirth recently?

Are you seeing unusually large quantities of NPC ships in any zone(s)?

Are you anywhere close to advertising or direction signs when you have the low fps?

My game is modded and I did edit my current save game but I also tried a fresh new start after deleting all the mod and reinstalling the game.
I think that covers the first two questions.
As for the last two, In my test on a fresh game, I did choose the argon mercenary start and even there I see the problem. There is a very limited amount of ships on the starting sector and no adverstising and the only difference I see is the range of the fps drop. In that sistem I go from a maximum of 56 fps to a minimum of 10

Run the verify anyway to ensure your reinstall was complete and sound. It cannot hurt and might help.

Hopefully you did a comprehensive clean up after the uninstall such as manually deleting the game folder and all non-vanilla files left in the folder before reinstalling and starting from a fresh gamestart.

I'm using an 8350 @ 4.2>4.4 Ghz and also suffer very erratic frame rates, in some zones I'm fine with 'ultra' and in others, like 'Exhaustless Mines' I have to change to 'low' with the anti-aliasing set to zero.
