Probably at a military base or an equipment dock. Try a military base first.

Corporate HQs, military bases, and equipment docks will buy any weapons/shields even if they don't stock them. In fact if they don't stock them you can sell them an unlimited amount of said item. Setup a PPC forge for example and instead of selling it just let them build up then dump them at terracorp hq or somewhere that doesn't stock them, they pay avg price.
