After flying through the gate to DeVreis for the first time, and presumably triggering the HOA and Plutarch conflict, the Relations section of the save file for Plutatrch gets the following line:

but there is no corresponding line for HOA. This leads to the hilarity of being attacked by a lone Plutarch patrol ship while sitting right next to a group of HOA ships and them not batting an eyelash, and HOA ships being completely passive during the story missions (even with such radio chatter as 'we are starting our assault now' and 'destroy the defences').
Unless i am missing some later plot, and a tinfoil hat, this appears to be unintended behaviour as Plutarch and HOA go from not liking each other much to ... not liking each other much. While Plutarch and the player go from basically neutral to ... KOS hatred.
It is made slightly weirder by the fact that ROC gets a negative relations booster at the logical time.
