Failed to start error code 54 (Steam)

I bought this game yesterday and tried it without any problems.
But when I start it today I instantly get this error message and the launcher doesnt even pop up.

I tried verifying the files and it said one file was missing and that it will redownload it but it still wont work.

I think Steam must have semi ballsed something up overnight, I had a client update waiting this morning and having applied it and restarted steam I was getting the same error on all games through steam, including TC.
Closing then re-opening steam solved the issue though, presumably something's messed up with the post-patch startup of this patch.
