If we don't have the full 32 fleets by the starting date I reckon the best thing to do is to use the idea proposed earlier by Tenlar Scarflame regarding letting the best of the losing fleets from round 1, as determined by the damage they inflicted to the winning fleet (maybe measured by the value of ships destroyed), participate in round 2.
