When entering Argon Sector M148 for the first time, the station and police become hostile! Why???

I am currently a "Protector of the Federation" and I still receive a warning when entering the sector. Do I absolutely have to do O:FF?

it is probably a military sector and no civillians are alllowed. Like earth for example is off limits untill you complete the plot. And for example I am an Argon Hero of the Federation. A true champion to the entire argon race and I am still not allowed in their military sectors. I also commit atrocities against the argons and get away with it. ... I board their ships then go kill Khaak in their sectors for pittence.
Certain sectors=off limits to player regardless of race rank

If you want access to the sector, then yes. Why do you want access to it? It's not like there's stuff there that can't be done anywhere else.

If you want access to the Aldrin Expansion plot and it's reward then yes, you need to do Op:FF.

OP - in order for Agron to go friendly, you have to complete the first mission of Operation Final Fury. Note that the military outpost will still be hostile to you until you complete the fifth Terran mission.
In order to unlock the Aldrin Expansion, you have to complete all mission in Operation Final Fury (among other things).
