What constitutes conspiracy theories or propaganda points? Is there a clear cut definition which would allow one to decisively make this determination? I ask because sometimes it is not immediately obvious to even intelligent individuals what constitutes either of these. What one may consider a conspiracy theory or propaganda, another may genuinely consider the truth. How is a moderator to determine which is which?
