I've seen reports of TLs carrying a pirate rehabilitation center on the forum. Unlike EQ docks and shipyards they consume resources, so I reckon they are counted as stations.

Unfortunately I'm at a loss on how to monitor the mysterious TL effectively. SEWN may work but they give a beep every time a carrack/galleon strolls by...

Also interested to know if racial marine training barracks and the paranid communication center respawn with a TL or out of the thin air?
