[X3:AP] Uckmanckamstras is missing

In some cases the guy Uckmanckamstras (cartography chips) that is part of the Breaking Ground plot cannot be found, there is no guidance available for him. I searched manually tens of sectors, maybe over 100, without any result. Is there any way to know (including scripting) if the person still exists in the game and where?
