I started out as Argon Peacekeeper.
After a while, I went to Teladi space. I was on a "retrieve abandoned ship", repairing it, when an Argon group of fighters and bombers jumps in and attacks my ship.
Totally clueless as to why they attacked me.

The same has happened to me. I started as an Argon Patriot and I had a local trader running in the Argon Prime area. I than get a message saying that it was under attack and a look on the sector map showed that a couple of Argon Nova's and a Centar were attacking it. I haven't done anything bad against the Argon. So it appears that I will now be trading in Boron space instead

I'm minding my own business in Argon Prime via a custom game, trying to get my tractor beam to work because I miss-clicked and dropped a station in a bad area, when a red/hostile Argon Military Minitaur jumps in from the east gate and dumps a barrage of flail missiles and MK2 remotes on both my stations and me, then jumps out.
I`ve tried hailing it and get the weapons error option, which turns it blue for five seconds before it renews it`s attack. I follow it around The Wall and it's fine, blue and friendly but after a few seconds in Argon Prime it goes hostile, only to me and no other ships join the fight. What the ....? I really want to love this game, but with the draconian interface, having to screw around with my codecs just to run cutscenes and this latest kick in the pants, X3 is making it really hard.

for me, this is an issue since UTs don't completely respect the blacklist, and they occasionally jump into the war zone to refuel & end up causing an Incident.

Maybe, but none of the ships I had in Argon Prime had ever been past Legend's Home, which does house some of my ST's, all of whom have gone unmolested. I haven't even seen a Terran so far in this game. It also went straight for my station complex, not a ship, while I was in system. If the station it was going after was for space fuel or space weed then that would be why, those are illegal in argon space and as such would provoke a response from the military ships.
If not then I'm not sure, the only problems with race fleets attacking me have been by the split, and that's because I alt tabbed while auto piloting through a gate, and when I came back to the game my centaur had slowly wandered into the next sector and was bouncing off the side of an SPP nearly dead by the time I saved it.
The Split took my tackling their SPP as an act of aggression and have since been very angry with me lol.

Solar farms, crystal fabs, beef and wheat farms and a bakery. a) spawn in the sector, rather than meander in
or
b) Have the entire (sizeable) Argon navy that hangs around Argon Prime all turn hostile?

I had a similar problem with a M1 back in TC. He went hostile for no reason, comm him he goes blue, and then 5 sec later he's back to shooting at my traders again. I never got a satisfactory explanation from my time in the forums, although I did find out it wasn't a unique problem. I ended up just using the no rep loss missile trick to nuke him.

solved
blown the distilery, had jump all ships in sector not to be destroyed, lost about 4% reputation then i left the sector and it seems they did not followed me
seems i was wrong, this time a cerberus and titan came, and are curently atacking the spacefuel factory
hope they stop at that
found a way around this problem
i also had a spacefuel distilery
i entered conected station, stopped the production, and dumped all the space fuel into space
contacted the captain and apologized
and the ships left
it was alot cheaper than rebuilding the complex
seems i was wrong, this time a cerberus and titan came, and are curently atacking the spacefuel factory
hope they stop at that
