I don't think you can, unless you have mods installed.

You can't and there aren't any mods listed that let you buy one. There was only 1 script listed that would let you buy a Nividium processing plant, but the script was taken offline by the author.

Not that something like that is really needed. Mobile mining has brutal collection efficiency, compared to stationary mine ; )

I thought the marauders shipyard had the nividium mine with it? I'm not sure if I have the niv mine as a separate script or not,, which may be why it shows up in the marauders shipyard. Not sure if that helps or not, I hope it does. If for nothing else, the marauders shipyard will at least give you access to pbg and ibl forges so you don't have to farm the yaki / pirate ones.
