Just a complex to sell booze and weed (and stimulants and maja dust) to the locals.

Costs roughly 12m ish to build. Simple. Money maker. I build in split territory because none of this stuff is illegal there. Scan all the nearby NPC stations for signal leaks look for black market dealers you can hook up with, they will buy from you forever after.
