Thanks for your good work so far and actually this is not a real bug, just an anomaly. Since beta 7, personalized key assignments that consist of combinations of several keys are no longer recognized.
Example: I had assigned Shift + E to the nearest enemy. So far it was so, that an enemy, as soon as he was in scanner range, thus the first acoustic signal came, could be dialed with it. In Beta 7, this command no longer works under this assignment, or only if the enemy has the player ship itself as a target.
Second thing, if you immediately go to full thrust (for me personalized on TAB), so far the thrust indicator was correctly displayed in the HUD. Since beta 7 not anymore. The thrust display remains at zero, but the speed is adjusted, up to the maximum. If you increase the thrust gradually via C,Y or mouse wheel, then this is also displayed correctly in the thrust display.

Please don't mix topics in one report thread under general titles. The correct devs for the thread title issue will be the only ones to read that thread and not the right ones for any added topics.
Your targeting issue is already discussed and a fix promised here.
For those reasons, I'll change your thread title and we'll carry on with your second issue here, but we may need some more information such as whether your game is modified and perhaps a link to a vanilla save showing the issue in progress in case the devs cannot replicate it on their system/game.
