Whats defying turrent range in xml ? Is it projectile lifetime ?
For example <bullet speed="4400" lifetime="3.7" amount="bla bla bla

Right, It is defined with their bullets respectively the speed and lifetime of the bullet.
Regarding your example: range = bullet speed * lifetime = 4400 (m/s) * 3.7 (s) = 16280 (m)

Just be careful with the range as the bullets might miss the intended target and then travel onwards to eventually hit something else like a station or ship of one of your allies
