[Request] Allow “Encounters” to be turned off

There’s a mod that turns off the encounters, but would like to be able to do this in vanilla too.

I prefer a more realistic simulation over random interactions. It doesn’t feel immersive or fun for me to see random ships that spawn/teleport out of nowhere. Especially when it doesn’t make sense (I.e a gas miner spawns in a sector with no gas).

Request adding a toggle for this to be turned off in a custom game start.
