[Feature request] Change station modules build order

Current situation
You have to detatch not yet built modules, so they slip to the end of the building queue.

Feature request
You should be able to do this, without detatching.
Maybe a drag&drop solution or arrow keys on the queue.

Good idea. After dealing with the pain of the up/down arrows on a ship command queue I'd have to say my preference is Drag & Drop.

I've wanted this for quite some time. Drag and drop would be the preferred method rather than arrows, but arrows would be better than nothing.
