[suggestion] law friendly fix to late-game stagnation: exploration fleets

The wars are coming to an end. Everyone is finally getting along (or have been wiped out).

Now that the wars are over, the demand for resources is dropping significantly. You've built a dozen factories and now they're idling because no one wants your wares...

But now that peace has come, it's time to look to new territory. Who will be the first race to conquer new systems?

Help your allied factions to build their exploration fleets. Sell (or give for missions) them resources, ships, and crew. These missions are not for the feint hearted. They are long and arduous and very very costly...

...But maybe one day a fleet will return and you, as the player, will get a cut of bounty if you were generous with your assistance....Or maybe you'll just profit through your factories that are now in high demand...

Very good suggestion, and the Ventures feature would fit in there perfectly. Why would only you be able to send ships on Ventures? Other factions could be well sending entire fleets into other universes, losing some of them, and having to buy from you. Nice!

Saw this suggestion first offered on the X4 subreddit, it's a great idea and should be seriously considered for a future feature patch :)

So basically give NPCs the ability to do "fake venture" missions in order to generate a ship/ressource sink, with a low chance that the ships make it back and bring something back?

I like it.

But those should only be built if it's obvious to the faction that they have too many ressources in their wharfs/shipyards, otherwise they'll "steal" ressources needed for construction of ships that are actually needed.
