VIVE Throttle Issue

For some reason, the left trigger boosts when only halfway-pulled on the Vive. The throttle bar can only reach halfway in the analog region, anywhere above half immediately switches to boost/full. Is this normal? I want the full range of throttle, and for the final "click" to be Boost.
